Eugene Slappy - President Emeritus
With the assistance from 3rd. Dist.
Councilman Scott Benson, Farwell Recreation Advisory Council was able to celebrate the life of Mr. Slappy with the unveiling of a street sigh named after Him. He earned it with tens of years of dedicated service as the former President of FRAC. His proudest moments were expressed when we planned for our annual "We care Day" event. An event of celebration for our youth in the community. He was a veteran of the Korean War, active in the church, co-founder of CIBI Radio Patrol and retired from General Motors.

We are governed by Parks and Recreation Guidelines and their bylaws that we must adhere to which distinguishes us from block clubs. The bylaws give us leverage to assist the recreation center in meeting its goal of creating a vibrant community center for youth.
We had input on how procured funds are spent when we received grants as long as those grants are spent on Farwell's exterior. For example: we received a $50,000 grant from State Rep. Wendell Byrd and decided on and outdoor fitness pod; we received a $50,000 grant from WCC Erma Clark-Coleman and decided on a canopy to cover the fitness pod, etc. Our greatest challenge today is procuring funding for our gymnasium: That has been a dream that has been deferred for too long. Recreation Center Advisory Council is a instrument to assist the Recreation Department in planning, implementing, and evaluating programs and services. This effort will lead to enhanced and improved services and visibility of the Recreation Department and establish an on-going vehicle for community involvement.
To provide an opportunity for citizen participation and create a shared vision and synergy in the community around recreational issues
To enable the people of the community to have an opportunity to share in the planning and implementation of a recreation program while interpreting the program to the community.
Membership:
A membership is required-
$5.00 annual application fee
$1.00 monthly dues
